Frequent would likely be something around the 10,000 and above a day amount.  Infrequent would lower than that.  All of them could technically be isolated meaning one at a time as opposed to in a row which would be vtach.  Vtach is mainly dangerous in an unhealthy or damaged heart, usually scarring from heart attacks or valve issues.  It is dangerous when the signal gets caught in a reentry circuit.  Isolated pvcs, even in the 10s of thousands is not considered dangerous because the odds are low that they would deteriorate into a dangerous rhythm.   This said, a high load of them, upwards of 20,000 a day, can cause the heart to weaken.  Everyone is at risk for getting pvcs and pacs.  They are extremely common though not everyone gets thousands a day.  Some never notice them.
