Both are normal, depending on condition and medications.

Also I have scoliosis but only started getting all this in January
Hi my heart rate is on average between 56 to 70 resting I don't know if that's good or bad when I tested it when I first wake up in the morning it varies between 55 to 60
I trust you're seeing a doctor, you had a chest X-Ray, someone requested that. The X-Ray will reveal fluid accumulation in the lungs and around the heart, and many other things. The vibrations to the right, if you mean far right, are probably fasciculations, but take your pulse while you feel the vibrations to be sure you can't feel it in your pulse as well.

Ok I got my X-ray back and they said it's normal but how can a X-ray see the heart I thought it just saw bones and that. I been getting the virbrations mainly on the right side of my chest but I also get back pain roughly at the centre of my back
The best bet if you think it may be your heart is to start with a visit to the doctor. Most people's hearts are pretty well centered, with the ventricles angled down to the left.
As you walk around, an increase from a resting pulse is expected, 75 beats per minute resting would be fine. I take a Beta Blocker, it makes my pulse slow at 60, but it's only that slow due to the medication.
Besides your heart being in your chest, so is quite a bit of other muscles. There are muscles between your ribs, known as intercostal muscles, and they expand the ribs for breathing. Your diaphragm is also in there, and other chest muscles. Muscles (not the heart though) sometimes experience fasiculations, or in English, small areas of muscles that sometimes flutter. I suspect you are feeling these fasiculations.
