A HR, resting, of 45 is a bit low, may qualify in the definition of Bradycardia. However if you don't have any symptoms of too little oxygen getting around you body: dizzy, especially when standing quickly from a fully resting postion, head ache, breathless then the low HR is not a problem It would be interesting to know what you blood pressure is when you HR is that low. Again, symptom free, a low HR is generally a good sign, sign of a strong cardiovascular system.
Watch you HR when you jog, that's why you got it. You didn't mention your age, but remember whatever it is, if you haven't got a track record of exercise, start slow and work you way up.
