Protein in Urine

I went to join the national guard and they tested my urine to find I had protein in my urine 100++ on the stick test so I was disqualified for now. I was worried so I went and paid out of pocket because I'm between insurances now due to a job change and they did a urinalysis and blood work. I also bought some sticks to monitor it myself. I've also had this feeling of phlegm in the back of my throat for the last 2 months and can't seem to cough anything up or swallow it away. It's like it's always there. So I go in and they say that the throat thing is allergies and give me a steroid shot telling me it will fix the problem. Well, it lasted for a day and then the feeling came back. The urinalysis that was done showed blood and protein in my urine of moderate and 100++ again. The blood test showed that everything was fine, all readings were normal. The doctor told me it was from exercise and to drink water and not work out. That was a week ago now and I have followed it exactly, nothing but water to drink and no exercise. I have been checking my urine with the sticks I bought and today it showed 300++ so it seems to be going up. My question is what's going on? I take no medication, I have stopped exercise, and drink water. The blood tests were normal and I look fine and am in good health and in good shape. Not overweight and my blood pressure is good. Could this thing I have in my throat be doing something or what could it be, they looked in my throat and said nothing and I can breath fine. It's just my throat feeling like phlegm no other symptoms. I want to go to the doctor but can't afford another $250 visit.
