If the damage happened overnight (accute kidney failure) it might be reversable. If it happened slowly (chronic kidney failure), unfortunately it's not reversible.
At 30% function your mom can still live well. There are many guidelines to follow. She should start seeing a nephrologist on a regular basis to discuss this guidelines. I would also recommend she start learning about treatment options. It's easier to lean about the options now so when/if the time comes she knows which type of dialysis will be better for her (lifestyle). Transplant is a great treatment choice, but it is NOT a cure, and it can take time to find a donor (whether living or deceased)
For a Transplant (in the US) GFR must be 20% to get on a transplant list.
