Bumps on pubic region that won't go away. herpes or something else

Hi, i am a 25 year old male and came across about 4 to 5 bumps on my scrotum next to my penis on the left side. They have been there for awhile now and haven't saw something like this down there before. They don't hurt, but I popped one and it looked like if had just popped a pimple. I googled this problem and folliculitus and genital herpes popped up. So now I am freaking out at this point. I just need some clarification that would ease my mind. Could it be from shaving my scrotum? Because I barely started to about 5-6 months ago?
