Puffy/swollen tip of foreskin after friction blisters, possibly scarred

I think I may have scars on my foreskin now after some friction blisters. I have phimosis, but was able to retract when soft. I got the blisters after a weekend of rough sex and masturbation, about a month and a half ago. The blisters healed after about two weeks, but it now looks like they may have left scars and I can no longer retract my foreskin at all. The area is puffy and the skin a bit glossy and harder than the foreskin usual is. Is there anything else this cold be? Would I be able to stretch the scars, like I would stretch a foreskin normally? Any advice on how to care/fix this?
