Does semen build up in an impotent man?

O.k....my husband is impotent from an injury many years ago.  He tells me that sometimes when he coughs real hard he leaks semen all over himself.  He does not feel any kind of "release" like  an orgasm or anything.
Our question is this, does an impotent man "build up" semen ?  I thought maybe its actually bladder leakage but he seems sure and he knows better than I would !!  Any info or resources to find info would be greatly appreciated. This issue embarrasses him and I just want to know if its a normal thing or if there is something else we need to be looking out for?

Whether or not a man is impotent, and all else being equal, he still produces semen. If a man does not ejaculate regularly, it has to go someplace.  So, what he is telling you is true.  Hope this helps!

I guess in his shoes I would go to see a urologist and ask.
