Hi,
   Testosterone does not cause hair loss, its derivative DHT  is supposed to cause male pattern of baldness in some men. It is an essential hormone for men, google for testosterone for more details. Regarding male pattern of baldness, refer the following link:

Testosterone is produced mainly by testicles and also by adrenal glands. Unless you have hyper testosterone levels, due to some disease, you would not normally think of reducing testosterone levels by curing the disease. I only know some times for controlling the diseases of prostate you may reduce the levels.
