Penis discomfort, please help find a solution!

My boyfriend has recently confided in me that he cannot masturbate or have any form of sexual activity because of discomfort in the shaft of his penis at the rubbing motion (rubbing foreskin up and down).
He says its hard to describe but its like when you turn your eyelid inside out (strange metaphor!)
What can I do, or what can he do, to make sex and masturbation enjoyable? We both want him to be able to enjoy sex.

If I understand his situation, it may be helped by the use of proper lubrication.  Depending on how tight his foreskin is, he can try petroleum jelly or baby oil, as examples.

Probably he is suffering from phimosis- one cannot slide over his foreskin. He may try to slide the skin with a lubricant as an exercise. Gradually he will be able to free his skin. Or he may get it removed surgically. Yes, a surgeon can operate on it.
