Purpleness on my forearms

Well, ever sence I got a severe sunburn on my arms about two years ago, I ve had severe discoloration of my forearms. When my arms are down or when it is cold my arms turn purple. Almost like they have no oxygen, it does not hurt nor have any feeling of discomfort. Just turns purple. I havent gone to the docters yet so I dont know what it is up. When I put my arms above my head it seems to go away. I personaly think it is some sort of blood restriction but am unsure. Please help!!!
