Really late growth spurt/facial hair

I'm 22 years old and am pretty sure i've went thru puberty (atleast i hope lol)....Around 8th grade, i was getting hairy armpits and hair on my genitals. My voice started deepening by freshman year, and by sophmore year i grew to 5'3ish 5'4....and thats it....

Now, i come from a shorter family, mom being 5'0 and dad 5'8, but i didn't think 5'4 would be my stop point. Now, I'm really confused bc i'm 22 years old and have really no facial hair. I mean, i grow a mustache and chin hair, but i mean the mustache never gets really thick and is kinda of fuzzy, and my chin hair i've been growing for like 4 months now and i seriously think my testicles have more hair lol.....So, whats the story here?  I'm turning 23 in a month and still look like i'm 16. I can deal with the shortness but, whats up with the lack of facial hair?

I've been reading alot about puberty and growth spurts and facial hair, and everything im reading is claiming that you should be developing most of your facial hair by 18, and you don't stop growing to mid twenties....is there a chance i may still be waitin on a growth spurt? Why did everything else develope except facial hair and taller growth?

If your gunna answer, i dont want your opinions....i want factual information....

My dad had hardly any facial hair until he was in his early thirties, but then, with no change in routine or diet or anything, he was suddenly able to grow a full beard.  There's just no hard and fast answers to these things.  I guess there are too many variables.

I myself went through my growth spurt when i was about 14. I grew to 6'2" and devoloped body hair all over. Yet i was not able to grow facial hair until i was about 22-23 y/o. I dont have any explanation only that i am now 27 and have to shave everyday, maybe it just takes some of us longer. I am still a bit patchy on my cheeks,but can grow a full goatee in about 2-3 days. Hope this helps in some way.
