Sunburn-like sensation during and after sexual intercourse / problems urinating

My boyfriend is a mid-30 year old from Europe. From the first few times we had sexual intercourse, he complained about turning red on the head of his penis under the foreskin. The red rash has very small and few raised red bumps and has a slight itch. He compares the  feeling of the rash to a sunburn. He also has a frequent urge to urinate and when he does, the stream is not steady. He has a burning sensation when he urinates.

The redness and trouble peeing lasts between 5-10 days and only reappears when we have sexual intercourse without a condom. His penis starts to burn during intercourse and then his penis under the foreskin will turn red within a couple of hours after we are done.

-Both of us have been tested for all STDs and are negative.
-I went to my gyno and discovered I had Bacterial vaginosis. I took an antibiotic for 7 days and the BV went away. My boyfriend and I had sex with a condom and he experienced no problems. Then we had non protected sex and he turned red after a couple of hours and had a burning sensation during sex
-per my gyno I do not have a yeast infection
-my boyfriend has had a hand full of partners in the past and has never experienced these symptoms
-I have had a hand full of partners in the past and not one has experienced similar symptoms

My concern is that my boyfriend has contact dermatitis to my specific vaginal fluids. I do not douche or use lotion/soap on my vagina. I washed all my clothes, underwear, towels, and sheets  in baby detergent. I took the 7 day antibiotic for BV. Unfortunately  my boyfriend still developed all the symptoms listed above after the precautions were taken.

My boyfriend went to two separate urologists in Europe. One mentioned that I might have passed him a fungal infection. The other prescribed him a 7 day antibiotic. Both mentioned that it is possible our body chemistry is not compatible with each other

Any ideas of what I can do or what my boyfriend can do to help this problem? I am afraid that his doctors in Europe might not be as diligent as doctors in the US. Has anyone ever heard of a man experiencing contact dermitis from a specific woman?
