Its quite normal. The area where the skin is hard is the point where he was circumcised and the skin got attached (I know it's hard for women to understand about masturbation) .The penis head is also quite a bit lighter than the other parts because before circumcision it was under the skin and so was not really exposed to the surroundings. Kinda hard to understand but just learn about circumcision and you'll get it all.
