What are these tiny bumps on the head of my penis?

Hello. I am 24 years old, never been sexually active, only rubbing with my girlfriend with shorts and underwear on. I was recently diagnosed with a UTI caused by strep type B, and was given Clindamycin for ten days. Shortly after, I noticed several small, wavy skin areas, and when I stretched the head of my penis, they were tiny, flesh or white colored bumps about the size of a pen point.

My anxiety has been through the roof because about two months ago my girlfriend had blisters come up on her vagina, and she was tested for herpes, but all three tests were negative. Again outside of rubbing with clothes on, we have done nothing. The bumps I have do not hurt, itch, tingle, etc. I do not know if these were present before I had the UTI or not, but I am scared that it is either herpes or HPV. I have a doctors appointment scheduled in a few weeks. Any advice would be greatly appreciated!
