What is this white circular spot in my penis?

I am 20 years old, and for the last several years I have had a strange mark just inside my urethra. The mark is circular, white, and send to be a bit tougher than the skin around it.
Usually, I don't notice it. Rarely, I will feel a bit of discomfort when peeing or even when I'm not. This only lasts about a minute and Is very mild.
Over all the years it's been there, it has maybe grown a few millimeters in diameter.
I have never been sexually active. I've had warts on my feet, but never my genitals.
Does anyone have any idea what this could be?
