Blocked hair follicles?

Ok I already had a few bumps on my penis, then just recently I was shaving down there and now there are a couple more in a different area.  Ive been searching around and have found that they are block hair follicles, which would make sense because both times they came after shaving.  They are very noticeable and the previos ones have been there for a long time and dont seem to be going away at all.  How do I get rid of these bumps, If I and when I have sex I dont want them to be exposed to my partner.  They are ugly and unwanted, please help me.  What can I do about this?  Thank You

just water on a flannel as warm as you can stand it ! sorry for delay in answering , i am in uk and time diff etc . x x
