The only connection to the fluorescent lights that I can think of would be if they bother him so much he is constantly rubbing his eyes, and his hands put something in his eyes. It wouldn't be fluorescent light itself that causes the problem.
ps -- Someone can get sunburnt eyes from the ultraviolet rays in sunlamps. That is VERY acute and painful, though, and would not be confused with an infection, and a fluorescent light is not a sunlamp and doesn't put out UV rays.

When you say infection, do you mean both eyes are inflamed (red, painful) or do you mean they are draining matter? If the whites are very red and painful, it is likely he has conjuctivitis (often VERY contagious) and it needs to be treated with prescription eye drops. If they are lightly reddened, it is likely from irritation -most often dust or some other allergen. His eyes may be more sensitive to florescent lights, but no, they should not be the cause of his eye infections. Perhaps excessive drying from air conditioning, or an irritant from the carpet at his office may be the culprit. Until he can see a Dr, have him use moisturizing drops (if you have "Refresh" brand, they are quite soothing) to diminish eye pain and don't let him rub his eyes. Hope this helps! ~MM
