Hello Doc.

I have observed that, after sexual arousal for 15-20 mins, if I don't ejaculate. Pain starts around Kidney and bladder area.

Is that normal ? What is the reason behind ?

It is never normal to have pain in the bladder and kidney area.

You should make an appointment to see your doctor to check your urine for any urinary tract infection and also get your prostate checked out.

If you do get aroused to the point of ejaculation, at a specific point you would not be able to stop from ejaculating.

You need to see a health care provider to make sure you do not have a urinary tract (UTI) infection; these if left untreated can travel up to the kidneys and cause serious damage.

Ideally you should see a GU doctor about your inability to ejaculate unless you are practicing edging, which is doesn't sound like you are.  There are many causes for this problem, but you would need to be worked up after your infection is treated.
