Flaccid  size is variable depending on environmental, temperature, and other variables. In fact 2 inch erect penis is enough to have a successful intercourse as the vaginal erotic zone is only two inches deep.  His size is okay.

5.5 inch penis while erect is normal. Normally erected penis size is considered. Flaccid penis size is variable. Masturbating once a day is normal.Ask him to do it with lubricated hand and not to stop breathing.Warn him against seeing porno.Let him not worry about masturbation. It is normal at the age of 13 or below 13.
