vdrl/tpha

My wife has no symptoms, but she tested on year ago positive for vdrl/tpha syphilis test. The gynecologist prescribed  3 extencillin injections. She was tested later 11/11/2015:
VDRL Positive (1/2)
TPHA Positive 7.64.
A dermatologist again prescribed 3 extencillin injections that she took and one injection for me although I tested negative for both and another dermatologist refused to prescribe the same under the pretext that this will fade with time and that it is normal.
on 10 April 2016 she took again the test with below results
VDRL Positive (1/2); TPHA Positive 5.42
My question is why she still tests positive after 6 extencillin injections for her and 1 for me although I test negative? Is this definitely syphilis or it is Bejel ,Yaw or someting else
