100% Blocked Carotid Arteries

My husband (age 70) had a minor stroke about 5-6 years ago -- no paralysis. He has since found out that the 2 carotid arteries in the front of the neck are 100% blocked (confirmed by a Vascular Surgeon). They say he has developed small bypass arteries in the back of the neck which are supplying blood to the brain. He has now started having what we thought was Vertigo, but over the last couple of weeks it seems to be happening daily. Doesn't matter what he is doing, he just all of a sudden gets dizzy and cannot stand. He is also diabetic but we have checked his sugar levels when this happens and it doesn't seem that is the problem.

My question is, do you think the dizzy spells could be coming from the lack of blood flow or something else. He has undergone numerous testing and they cannot seem to determine what is causing the dizziness. His blood pressure is good and he doesn't take blood pressure medicine. He takes Crestor for his cholesterol and is on Plavix. Any suggestions. He is just about at the end of his journey with this. Really drains him and he just has to sleep it off.

Any comments/suggestions would be greatly appreciated.
