Brain surgery side affects

My husband had a brain tumor in his frontal lobe removed surgically. He seemed fine for about 10 years,  Now he has tremors, loss of short term memory, balance issues, word retrieval problems and cognitive challenges. Is that from the surgery he had or might he have Parkinson's or another tumor growing?
