Electric shock-like pains in arms

Recently, I have had a serious problem, (2-3wks).  Everytime I bring my chin toward my chest I get these electric shock-like feelings in my arms from my shoulders to my fingertips, and have a almost black out moment.  The best I can explain is its just 2-3 seconds, I never fall or faint, but feel more like I am waking up from fainting.  I am disoriented for a few seconds thereafter until I again realize what happened.  I sustained 2 GSWs overseas to either ankle and am taking meds for neuropathy.  Could the two instances be linked?  Its been 2 1/2 years since the injury as well as my meds.

yes i have neck pain often and when i put my chin to my chest, after the blackness fades a little, if i turn my head left to right, it makes 2-3 clicking sounds.

Could be coming from your cervical spine. Do you have any neck pain?

I also forgot to mention that i was diagnosed with GBS in January of 1987 at 2 1/2 yrs of age.  I know I cant be vaccinated via live virus, and have not.  Might it be related?
