In most case a MRI/CT will help in the diagnosis of any brain related pathology.It is a rarity for an MRI to leave a query .A Positron emission tomography is required to arrive at a correct diagnosis in your brothers case,.
The type and extent of the tumor should be ascertained .
Have a second opinion with a neurosurgeon befor deciding on the type of treatment.

It is possible for a brain tumor to cause these symptoms. Unfortunately, the CT scan and MRI were not diagnostic in your brother's case. If your neurologist believes that the findings suggest a tumor, they could opt to do PET or radionuclide scanning to assist in making a diagnosis.
