Out of the Blue seizures in a 25 year old

Doctor,

  About 9 months ago my cousin had a seizure in the middle of the night. It was pretty severe and was his first one. He was taken by ambulance to the ER where they kept him overnight. He was released and had another one a few hours after we left. Called the ER and they said bring him back in ASAP. I did and this has now become an ongoing thing. He has been to a neurologist who for the first 6 months never really did much except give him tegretol. This keeps him stable but around the first week of every month he has several in a day. At first they would only happen when he slept. Then he had one while he was awake in the ER. The ER would show that his body metabolized out all the medication around the same time every month. They would inject him with alot of it and he would be okay for another month til that dreaded week. Now his seizures are happening when he is awake. However, they are getting weirder. If I go into the kitchen and turn on the sink he will automatically snap into a "daze" wander over the the sink and put his hands under the water for a few minutes then snap out of it. He does this at stores, restaurants etc. He will start smacking his lips, stare off into space and hold his hands out in front of him. He snaps out of them pretty quickly and of course doesnt remember anything and needs to use the bathroom immediately afterwards.. He is now living with me so that I can keep an eye on him. He isnt allowed near the pool or allowed to take a shower unless i am within talking distance. This has obviously stripped him of all his pride (especially since he cant drive anymore) and has caused him to become depressed all the time. He used to be so happy and outgoing. Why is his condition only getting worse? Why do these "stranger" things keep happening? They finally told him he has temporal sclerosis. Still no answer of what we should do?? Im confused and want to get his life back.. but the doctors just throw their hands up in the air. Hes 25 years old and never had a seizure in his life until now! I obviously cant be with him 24 hrs a day so I call him every 20 mins from work to check on him. He doesn't seem to be having as many of the "out of  control" ones, just a million of the "dazed" ones or ones triggered by water etc. Please help me. Im out of options.. That and if he bites off anymore of his tongue he wont have one anymore.

Im trying to convince him to go to a therapist for the depression but he refuses. He just wants his life back. I understand. I want him to have his life back and I wouldn't mind being able to sleep at night again. Any suggestions?? Hes been threw every test in the world and even slept on a monitor so they could watch him. of course he doesn't have them under surveillance.

Im lost...
