I am sorry to hear about your medical problems. Well, if you have a lump, yes, it could be a lipoma. However, it can also be a neuro-fibroma or a ganglion cyst. Both these conditions can cause pain. A confirmed diagnosis can be made through CT scan or ultrasound.
If you have cervical radiculopathy then this should respond to physiotherapy. Since a confirmed diagnosis cannot be given on net please consult your doctor regarding this. Hope this helps. Take care!
