Tingling and numbness suggest some peripheral nerve pathology. Either a nerve compression or pressure on nerve can cause similar symptoms.
Peripheral nerve pathology can be due to Vitamin B12 deficiency, in long standing diabetes, thyroid dysfunction.
The area you are describing is C5 to T1 area.
Consult a physician and decide on further course of action.

You can get a blood sugar test done to rule out diabetes and also a thyroid test done to rule out hypothyroidism. Sometimes vitamin deficiency and dehydration can cause tingling and pins and needles sensation. Maintain adequate hydration and take a B12 supplement and see if it works.
