dialating and constricting pupils

For just over a week, my pupils have been dialating and constricting like a heart beat.  It is mostly constant.  I have also been having panic attacks lately, which are sometimes triggered by the problems I'm having with vision due to the pulsating.  I learned from a friend that not getting enough sleep and consuming too much alcohol can cause this.  I stopped drinking, and have been getting plenty of sleep.  No change.  I also read about "hippus" but I'm not sure what exactly causes that.  Should I see a doctor?  Could this be a neurological problem?
