can a herniated disc cause constipation?

Search the web for cauda equina syndrom...more likely to effect thiise lower body functions if disc ruptures but yes L5S1 can effect this as well as bowel and bladder incontinence. Arachnoiditis can also effect the cauda equina (horses tail) which can be a result of invasive surgery or epidural injections or any procedure such as a blood patch to stop CSFluid leak that may causes blood to accumulate in the arachnoid layer of cord.
