sudden onset of seizures

My 18 year old daughter started having 1 to 2 small seizures everyday, she also started left side twitching and horrible headaches.  After an MRI and an EEG I was told she has partial complex seizures.  How does this come about, should I be looking for a reason for this sudden onset?  She had 2 concussions earlier this year, could this be a cause of the head trama?  Could the past head trama cause scar tissue on the brain which in turn cause seizures?  She is currently taking topamax to squall the seizures but it is not helping the headaches at all.
