tethered cord in baby

My 18 month old grandson has been diagnosed with tethered cord. At present, he does not appear to have symptoms although (1) I have noticed that his feet seem to turn out a little bit; and (2) it is of course too early to tell as far as bladder control is concerned. The doctors did an MRI and concluded that there wsa mild tension on the spinal cord and that an operation was not necessary to untether, but that they will monitor the situation.

I am left with a million questions. In the majority of such cases, do symptoms (pain, incontinence, etc.) develop as the child grows? I have read that it is not uncommon for a second operation to be necessary as the cord may retether to the scar tissue. Is this usually the case? What are the general perspectives for this?

Incidentally, I should note that I am told I was born with a small clump of hair at the base of my spine, which I'm told is a symptom of tethered cord. Although I am quite short (5'5"), I don't appear to have any symptoms of tethered cord, although in the last year or so I have noticed a tingling in my hand. But this has only developed quite late in life (I'm 61). Is there a mild form of tethered cord which does not lead to more serious problems?

Any information people can give would be greatly appreciated.

Also, we are in Oakland, CA. Is there any place or any doctor(s) in this area who specialize in tethered cord for babies? Thank you.
