Was the pain and numbness present prior to the operation or was it after? How long ago was the operation performed? When was the last MRI or CT done?
If the operation was fairly recent and the symptoms just presented itself after that, it could be secondary to irritation or injury to the nerve roots during the surgery. Otherwise, it could be caused by several conditions including some endocrine disorders as well as nerve impingement/compression at the spine.
You should bring your father-in-law to his surgeon for follow up.

knowing the age of your dad. is he diabetic? check with his neurologist and maybe he can do a nerve conduction test and emg's and find out how fast the nerve impulses travels from his leg to the ankle. peripheral neuropathy is what i'm thinking. good luck..
