Is ther minimally invasive surgery that would help me?

I had an MRI and the results are prominent disc degeneration and a diffuse disc bulge at C5-6 extending laterally on the right. There is moderate right-sided foraminal narrowing. This is new from the prior exam.  Prominent left-sided facet hypertrophy at C3-4 and C4-5. The hypertrophy at C3-4 is new.  I had physical therapy a year ago (12 visits) for neck pain, left side and nothing changed so I gave up on it. Now it seems to be getting worse and I am having trouble sleeping, headache and tinnitus, left and right arm go to sleep when I lay down. I also have chronic lumbar pain and plantar fasciitis since 2014 that nothing has helped.
