Itch on left hip during cardio

Only recently (2-3 months) I've been experiencing uncontrollable itch on my left hip during my cardio workouts. At first I trivialized it as a result of dry skin. On my next visit to the gym, I applied gym lotion to the area and strapped on my cardio runners belt as usual, and the itch activated. When I'm in normal clothing and not exerting my self till I sweat, there's no evidence of an itch. Additionally, there isn't absolutely any signs of a rash or dry skin. The cardio belt is washed after every single sweaty cardio session. Moreover, the part of the belt touching my belly-skin is not made of fabric on which bacteria thrive. I did doubt the belt hygiene and also reversed the side so a different side touches my left hip. But the itch appeared again within the fist 3-5 mins of my cardio, and on at the same place -- my left hip!!

I don't know what am I doing wrong or what I should be doing instead. Is this normal?
Male, 33 yrs, 6.2", 154lbs.
