femoral anteversion when is surgery an option

My son is 9 years old with a 45 degree twist at the hip bone on one side and about 25 degrees on the other.
He has been assessed but the doctors keep saying it is something they grow out of.  
I don't believe this will be the case here and I have been reading that 9-10 years old is the age to fix this if it is to be done with surgery.
I live in Ontario and I would like to push the right buttons with the doctors.  What should I be saying or doing?
