steep neck

my friends neck can not be move left and right , and ups and down,she have undergo theraphy but still no use, what kind of medical assistance do we have to consult

  I`ve always feel a pain on back of my neck , but i can move it normally it is possible of eye problem or does i have a high blood pressure?

Check her near a neurologist  and an orthopaedician as the muscle which is mainly responsible is the sternocleidomastoid for the neck and if  there is any problem with the nerve or nervous supply?
She has to undergo therapy but once the diagnosis take place as there are other muscles also involved.
