You are 37 weeks which is considered full term, but some babies need to cook a while longer as every baby develops differently. Are you experiencing contractions at all yet? Safe and natural ways to start labor are: Walking, sex, bouncing on an exercise ball, eating spicy foods, acupressure, and massage. But if you're body is not ready, none of these things will work, but maybe it will help pass the time. ;)

Yes, you can be dilated for weeks prior to going into labor. With my first I was 3-4 cm for almost 2 weeks and with my second I was 4cm for over a month. It's just your bodies way of getting ready, but it doesn't mean much at this point and there is no way to predict when your baby is coming.
