He should def get it if he hasn't had a tetanus shot in the last 7ish years! I'm even having my mom go in to get one for herself!
Yes, anyone that's going to be around baby will need it. I believe my sister said it takes two weeks to take effect, so they need to get it before the baby is born. Most health departments will give the shot for free. My county health department will take walk-ins, but you may want to check with yours first.
