Yes, you can get pregnant from pre ejaculate whether he urinated, ejaculated before hand or not..

Pre-ejaculate does not actually contain sperm, however, if there was leftover sperm in the urethra from a previous ejaculation (and the man didn't urinate afterwards), it is possible for the precum to pick up that left-over sperm. If you are considering using the withdrawal method, you should be confident in and trust your partner that he knows the right moment to pull out. One important point is that STDs are transmitted through precum, so withdrawal does not protect you from those.

Well you can tell your boyfriend that if wants a baby in 9 months, to keep going without protection. Otherwise, one or both of you need to use protection. Pre-*** can absolutely get you pregnant.
