28 weeks but midwife said im 23 weeks anyone measuring small??? i have a scan on tuesday

hi ladies i saw my midwife this am im soposed to be 28 weeks today but measured at 23 weeks i see a consultant on tuesday and hopefully will have a scan that day to... im abit confused as at my 24 week appt midwife said i measured fine so now 4 weeks later it seems baby as stopped growing or something. just wondering if any one has ever measured small for dates and turned out fine???

My doctor told me that around 24 weeks that they babies can stall a bit on their weight and measure a little smaller...but in all fairness, Im having twins so I dont know if that is just in the case of twins or it is for all babies. I hope all is well.
