It's cooked, should be fine! And cheddar (most common cheese used in queso) should be pasteurized.
It's the soft cheeses, like Brie or that blue crumbly cheese, that should be avoided as they could contain listeriosis.
As long as the cheese is hot and melted, same as deli meats, you shouldn't have any issues with it because it kills bacteria.
Unpausterized cheeses are no big deal, they just haven't gone through the pasteurization process that kills bacteria and it may be more likely to get listeria from it, but listeria grows on everything. So if you don't know, eat it hot.

Even unpasturized cheeses are fine IN MODERATION. Not everyday, but once in a while is fine, as is caffeine and deli meats - good luck!
