Is it possible to do 3 negative tests but still be pregnant?

I have tender breasts, abdominal cramps and my periods are 3 weeks late. I also urinate more frequently. I have had unprotected sex at least 3 times a week for 3 months now. I have taken 3 pregnancy tests but they all came back negative. I also have a watery discharge.

Tests are pretty accurate. 2.5 weeks after conception, you get a positive test almost universally. Have you had your thyroid checked?  That can have similar things such as you describe. I take it you are trying to conceive? You could always call your doctor and see about getting a test there which would leave little room for question.
