No. You start taking them orally at 37 weeks. You can take two twice a day. After you have started an inactive phase of labor, get permission from your doctor to make sure they are OK for you and then insert 2 before bed and take two orally.
Do not do any of this until speaking to your doctor or midwife.

Vaginally. Once you're 37 weeks you can insert 3-5 a night. I did 3. But I started at 35 weeks with 1 then at 37 went up to 3. They must have helped because castor oil worked at 37+6 and I progressed really fast I was very thin when I went in.
