While the increase is still mild, the significance lies in the continued increase of PSA over the years. PSA commonly increases in the general male population as the age increases as a result of increased incidence of benign prostatic hyperplasia in the 50+ age group.

I don't know that the 2006 to 07 is any more significant than any other year. Although the numbers are not doubling, the continual climb is what i find interesting. I am guessing your physician has not said anything because the numbers are still "low." If they suddenly jump into the 1+ or the 2 range, I am sure he/she will say something.
