Why do I have constant trouble breathing without having asthma?

Hi, I'm a 13 year old girl and I'm on here because I'm  so desperate for some answers with what's going on with my breathing and I'm curious as to if anyone else has this problem. So, since this past summer, I've been having constant trouble breathing in deep breaths. It's like I'm fighting for air all throughout the day. Since the summer it just kept getting worse and worse. I started feeling like my legs were always heavy and i was always fatigued too. I felt like i could be on the verge of just collapsing even when the only thing I'm doing is standing talking to my mom. No excerise or anything that gets my heart rate up. In October, my mom got me an appointment with my local doctor and they sent me to a cardiologist who tested me and said everything was perfect. however, he said that since he doesn't know for sure what's going on he can't clear me, so he excused me from gym class and sent me to a pulmonary specialist that we went to about a month later.

When we went to the pulmonary doctor, after asking me questions and taking a breathing test she began to consider the possibility of asthma. My mom and I were open to hearing what she had to say because we're not doctors, but we both don't really think that's the issue. We don't think it's the issue because I experience shortness of breath doing anything, and even just brushing my hair or getting up and bending down to plug in my computer makes it worse. Also I never experience WHeezing, chest pain and I rarely cough unless I'm sick. I've read a lot on it but it just doesn't add up to me. They gave me an inhaler to try out and I've been taking it for a couple months now and it hasn't been helping me. When I walk up the stairs it feels like I just ran laps around a football field and like I'm going to just fall from my legs being weak and my chest being heavy and my Heart beating fast. I've been to the doctor another time last month but they still don't know what it is. It's stressing my mom and I out a lot like crazy, and it makes me cry a lot because I hate being the reason THat my mom is even more stressed and started smoking even more. Please if anyone has any idea do what it is please let me know. There's a lot of other details I could've added but this is a goodbye enough summary of what's going on.

Ps. I do struggle with bad anxiety often but I haven't had a really bad attack since a couple months ago. and the thought of it being anxiety did cross our mind but I'm not anxious every second of the day, and even when I'm in good moods just relaxing it acts up. Plus I just don't see why if it was anxiety I could go to being fine one moment (because some times I can breathe okay even if it's rare) and then walk up the stairs and feel so out of breath. I'm so confused I'm sorry this was long but I'd really appreciate some kind of answer

have you had any chest xrays have they checked for infection have you had any recent colds or sinus infections or respiratory problems .?
