Can chronic hyperventilation (overbreathing) cause permanent brain damage?

Since chronic hyperventilation lower the cO2 level which cause hypoxia, can we say that it can damage the brain even if we stop it?

No website state explicitly that hyperventilation leads to brain damage so i want to be sure.
