Spitting up foamy phlegm

Hello, for the past five weeks I have been spitting up phlegm. The phlegm is white and bubbly or foamy. Someone told me they thought I might have pneumonia. But I spit up mostly after I eat or drink anything. and at night.  I feel like I have to clear my throat a lot. I also have developed a stuffy nose that just started in the past two days. I can't tell if I have acid reflux or pneumonia or what. Is white foamy phlegm (that comes mostly after eating)a sign of pneumonia though?  What issue do my symptoms match up with and what's the best course of treatment?

So far I went to a doctor a week ago and she said I had restrictive airway disease and just prescribed a Qvar inhaler to take twice a day and Ventolin for a rescue inhaler. But the inhalers were making my throat very sore, and not making me feel any better, so I stopped using them. The phlegm has continued. If I had pneumonia or acid reflux, would those inhalers be of any help?

I have this because of too little stomach acid! It also gets worse with fizzy drinks.

Try eating or drinking something more acidic than usual and see if it lessens. You might want to combine normal food with more acidic food (like adding a little lemon juice) but be careful to start using a little bit and see how your stomach reacts before trying more because too much might give heartburn.
