URTI occurs again and again.

My daughter is two and half years old, she is suffering from TOF with absent pulmonary valve syndrome. Two times she suffered from pneumonia and most of the time from URTI. Yet surgical procedure not done to correct the disease. Please guide why this infections occurs most frequently in such type of patients and what is the solution?
