daughter needs help

MY daughter is one and since she has been born has never taken a fresh breath of air so to speek. always deep coughing,snotey nose,breathing fast ,seems like she cant breath at times at night ,doesnt eat only can get her to take liquids,and sometimes milk or juice will come out of her nose when she drinks .i have given her breathing treatments everyday for 6 months every 4 hours not helping at all it seems can someone help me please i want her to be able to breath normal one day
